Pump isn't wired correctly. Or permanent feed on boiler switch live??

NTC sensor could be faulty so Boiler thinks it is still hot even when it has cooled down.

From the description and information given, and since a new PCB has been installed and still same issue I would suggest either faulty NTC or faulty pump or the pump has been wired to permanent live if it’s been recently been modified or worked on.
