Damp in winter dry in summer - can I lay a floor down?

I went to lay a floor in winter and was told by my carpenter that the damp reading was through the roof after seeing a wet patch. Since then we've had two damp specialists round and it seems to have dried out. Damp readings are low & patch is still there which may be more of a spill? Is it safe to lay a floor or will i face issues come winter? We cant find any problems under the boards and may be due to an external pipe overflowing sometimes in winter!?

Check the air bricks are clear.air circulation is very important.
Fix any water ingress from over flow pipes .
Speak to your neighbors about the water table.
Make sure no brick is touching wood directly if so place a membrane between the two.
Use tantalized wood .
Use treated floor boards .

You will find you get same problem as water table goes down in summer and rises in winter.
