Damp stains of rain in new extension

I seem to be getting water stains in my extention ceiling when it rains heavily.Is this a leak in the roof?

Yes more than likely the original builder/contractor should be called out to check ridge tiles / lead work and the quality of work if it was subcontracted out

Yes, heavy driving rain my be getting under the knew lead soakers or flashings. Also, if it is a flat pitch, below 17.5 degrees, rainwater can be blown under the tiles and if there is not enough head lap, water can back up over the head of the tile causing a leak.
