Qualified electrician selling house

Hi all We are only weeks away from completing on a house. There's a few things stopping us, one of which is the electrics. (Other things include window installation and move of internal walls without being checked by building regs) The seller is a qualified electrician that works for a niceic approved company and he rewired the whole house about two years ago himself. On requesting the certificate for the work he fobbed us off saying that the niceic website was down (it wasn't, we checked) now we've told him we can't find the certificate when we search for it on the website, he has said that he hasn't done it yet. My question is, due to the rules on notifying niceic within 20 days, we assume he will be changing the dates on the certificate and wonder, should we contact niceic or insist that the electrics are rechecked and a new certificate issued before exchange? If you would like to comment on the windows installed and internal wall being moved without being checked, please do, we are umming and arring on wether we will insist these are checked before exchange.

Yes I would suggest an EICR is carried out because a lot can change in two years. Once all is found to be fine an installation certificate can be issued.

You could check if the electrical installation was notified to Building Control via the NICEIC although I’m not holding my breath on that one, he has to do that by law. As for the certificate, the number on it ( if it exists ) will be on the part p compliance certificate. You could also insist on an EICR being carried out on the property by someone independent with the seller footing the bill for it. If he is serious about selling it he will comply with either option.

Ask for the electrical installation to be rechecked and a full EICR to be done. I’m pretty sure the FENSA certificate can be obtained from the council for a nominal fee.

Only he can issue the EIC for the work he has done. Yes it’s too late to notify it in the correct way but there are a few workarounds if he is willing. He could “finish” the installation now and complete the required EIC and do the notification with today’s date for example. Failing this you would have to find a NAPIT/ Stroma electrician who are allowed to do third party sign off. ( a contentious subject ). Or you could instruct another registered electrician to carry out an EICR which building control may accept ( check with them first) If he only works for a NICEIC company it may be that they never agreed to sign it off ? NICEIC won’t be interested unless the registered company installed it under their name. It’s not really a problem if he can do it with today’s date, and it’s him that risks the fine for not complying with part p. Speak to him and also to local building control about your concerns. On another note the NICEIC online certificate portal has suffered many outages recently so he may well be telling the truth. It’s not the public site you can access but a log in only site

With the details you have supplied, the only answer is to have an EICR to certify the standard of the electrics as they are now that time has lapsed. The non confirmation issue is now a separate legal issue should you Perdue it .
