Low water level in toilet bowl after rain

we have recently noticed that after heavy rain out upstairs toilet loses water from the bowl and it makes a gurgling sound. Could you advise me how to fix this please. thanks

Morning Chris It sounds to me if this problem only happens when it’s raining it means the rain water pipe is connected to the WC waste, To stop the water vacuum effecting the toilet pan the waste needs venting or unblocking Check to see if there is a 100mm pipe going up the outside of the building and passing the roof line by a meter that’s normally your vent pipe

combined rail water and soil drains,you have a partial blockage in drain,and probably no vent above pan connection.

Yes you need a outside vent on soil pipe to stop a vacuum. The rain water from gutter etc must be on the same pipe as waste and vacuum is pulling the water out toilet. A vent would fix this.
