Placement of cavity closer

I've got a cavity wall which is about t 3m high with block work with render and about 2m above the block work is insulated cladding panels for the outer leaf, the inner leaf blockwork continues to the underside of steel where is the right placement of the cavity closer? where the cavity blockwork ends or right the top of the wall where the outer leaf of the wall is the Insulated clad and the inner leaf is the blockwork continued to the underside of the steel?
Are you a tradesperson and able to answer this question?

I would say where the cavity block-work ends.
You would have to do an alternative detail
To finish the insulated cladding and blockwork

I would say close the brickwork at the top of the outside skin and I would put membrane over the insulation on the top panel before face material.
