If the wall is plaster board paper face not plastered then you won't remove it. Your best option would be to paper that wall with 1200 grade lining paper. Just be sure to size the wall well first as it will be very absorbant. I use pva/water 1:5 ratio

SouthamptonRub down the gloss until you can't feel any raised edges, I would use 120 then 150 grit, miss coat the area with a cheap emulsion then use Zinsser Bin to cover the area sand again lightly with 150 paint area with colour of choice let it dry, paint entire wall 2 coats, if you can still see the devil apply coat Zinnser Bin again, leave for 40 minutes and repaint. This will solve the problem. Key is to make sure you remove any raised edges with sanding.

you could try rubbing the devil down with some 120 sandpaper, most of it will come off until your down to the surface underneath the gloss, then use a zinseer stain block, then depending on what type of paint your going to use for the finish carry on as normal,i dont agree you need to replaster the whole wall!

By the time you've faffed about trying to paint it and bought expensive zinnser products, you may aswell just get it gritted and skimmed. Much better finish and probably not as expensive as you think.
