Removal of polystrene tile ceiling glue

I have recently removed polystrene ceiling tiles. They came off very easily but have left a very hard, grout/concrete type substance behind. I have researched the internet for a chemical solvent adhesive, but have been left very confused. I have tried, scraping, steaming, sanding to no avail. I have the option of borrowing a grinder with a 4" grinding pad. I have also been told to use a hot paint stripper. I understand that there is no easy way, but i need it to be cost effective. I do not have the money to re-plaster, hard work and time i have. I want to know the best technique if possible to begin the job and any tools i need to make the job easier? Any help and advice would be greatly received.

You can buy large scrapers that have a wide sharp blade, they have a bit of weight and will do the job, im sure they are sold in most high street diy shops. but a ceiling can be plastered for £120....
