Paint peeling around top of wall near the ceiling

Can anyone advise on what to do with paint that comes off on the paint brush or roller when applying the paint. I believe the owner of the property used some sort of oil based paint before. The walls have all been re plastered. Most of the wall is ok, however it is only when you are painting around the top just below the ceiling is where the problem occurs & it is only in patches.
Are you a tradesperson and able to answer this question?

Clean it back to solid paint , apply a coat of peel stop and repaint areas

Hard to know what’s going on without looking at it.
-is their proper ventilation in the room?
- is this in a bathroom or exterior facing wall? Is there a gutter or water source near It?
(If possible Take a moisture reading )
-Are you using the right type of paint?
-Was the surface cleaned and primed properly?
