3 + 1 is the standard mix ratio depending on application.

A good mix I've found for pointing is one part lime one part cement to six parts sand I would always gauge each part in a level container or bucket to achieve a good consistency you can always use a little less sand for a stronger mix

Definitely do not add cement! Theres no best but as said before generally a 3:1 ratio is prefered. Theres many variables but i usually use 2 sand that arnt coarse then 1 sand that is coarse so that the lime binds. But from job to job this could be different.
