In my flat, I want to have the ceiling plasterboards of a bedroom removed. For the purpose of soundproofing, I want to have two layers of plasterboards instead. Does this need structural engineer opinion or it is a normal practice? I mean the ceiling doesn't become too heavy.

Upstair neighbor: yes
Old plasterboard: 12.5mm, 12 kg/m2
each new plasterboard: 15mm, 10 kg/m2
room dimensions: 3.6mx2.9m
Number of timber joists: 9
Joists cross section: 5cmx20cm
Joists gap: 40cm
Joists' head rested on the longer walls.
Are you a tradesperson and able to answer this question?
In my opinion the best option for you is to take down the old 12.5mm boards, then install resilient bar to the joists, insulate with yellow "isover" and then fix 2 skins of 15mm soundbloc.

No I imagine this will be fine no need to worry or get a structural engineer.
your better off installing rock wall Insolation be-hide the plaster board though as that has much better sound proofing qualities then double plaster board will also help keep heat in and cold out and the opposite effect in the summer.
This isn’t my field completely obviously but ceiling joists are usually bigger and stronger then flat roof joists and there pretty tough so that’s what I’m going off you might not need to remove the old ceiling if the above room is the attic just layer two layers of rock wall over the ceiling joists and in between them making sure your on top of the room in question that should do a lot more then the double plaster board.
Probably a good idea to get a second opinion though as I could be wrong about rock wall being better than plaster board for sound proofing.

hi ,there are 2 options if you have ceiling height.get an insulstion company in and they will spray insulation into the ceiling without taking it down,they put a pipe through holes drilled in your ceiling and fill it.if still not happy build another false ceiling onto your exixsting ceiling.use 100mm accoustic slabs and cover whole ceiling.board over using 15mm soundblock board,skim and paint .anthony.
