Does lead flashing go underneath or on top of felt to prevent leaks?

My builder had put some lead flashing on the roof to stop a water leak by the chimney, but it kept leaking. A roofer then removed the lead and some tiles and put the lead underneath the battens and felt. Then tiles on top. Why does the lead have to go underneath the felt and not on top? He explained: "The problem with your chimney should now be rectified after removing the roof tiles in the area the problem was very obvious as the lead had been placed over the felt rather than under it meaning any water on the felt went under the lead and into the roof space ". Does this make sense?

If its the back apron of a chimney stack, then yes the lead goes under the felt.

Yes that makes sence, the lead goes under the roofing felt. If any water gets through the tile, it drips on to the felt then on to the lead. :)
