Boiler flue replacement - implications for masonry repair

I'm planning a replacement of my gas combi boiler (non-condensate) to a condensate model. I've had 2 quotes. One reputable company informed me that the external masonry surrounding the current flue is cracked and reads repair to ensure a snug fit for the new flue. Since this would require 3-storey scaffolding, the price is considerably higher. The second reputable company did not inspect the exterior, and when I questioned this they claim that the new flue is the same size and can be sealed from the inside, so scaffolding would not be required. I'm unsure whether the first company are simply trying to make more money from an unnecessary repair, or whether the second company are being negligent to keep the quotation low. Can anyone please advise?

The outside of the flue needs to be suitably sealed to prevent the possibility of any fumes going into a cavity and the sealing collar also needs to be put in place externally for the correct installation of the flue as per manufacturers instructions.
