A tradesman has said my ceiling gloss so need to be painted with PVA.

Painter said PVA needs to be used over ceiling previously painted with gloss. Cannot stand as old artex under gloss has small amount asbestos. Tho council said it sound as no cracks. Or would a deglosser do. Want to emulsion it but he said PVA 1st any alternative. Disabled and been upped off twice

Do not pva anything that is to be painted. Thats very bad advice. I would ensure the gloss surface is clean with sugar soap solution then clean water Then i would use a self priming emulsion from zinsser or tikkurila

If it is in your budget I would have the ceiling re skimmed. If that is not possible, then I would give the gloss on the ceiling and coat of either zinsser bullseye 123 or tikkurila otex akva adhesion primer. Both these products act as an adhesion primer.Give the ceiling one coat of either of them. Then two coats of emulsion on top.

Just make sure the ceiling is grease free and you can use zinger 123 primer undercut or normal undercut. After you can apply 2 coats of emulsion.
