Do I have to accept what a structural engineer draws as proposed loft conversion?

We’re in the process of planning a loft conversion and had instructed a structural engineer to do the calculations. He’s come back with a smaller space than we’d hoped for. When we asked why our neighbours had bigger loft conversions he said that he wasn’t interested in our neighbours and then when we asked for further clarification about why other properties had a larger one he said that building control was wrong, which seems unlikely seeing as there are numerous houses on our road that have been extended. So, can we ask him to recalculate? Or is there anyway to go against what he has suggested? Unfortunately we don’t have a spare £1800 to pay for a second opinion. We’d be grateful for any advice, thanks.
