Water in the soil pipe?

Curious whether this is normal or indicates a blockage- There's a small inspection hatch on the soil pipe, just above where the vertical part that runs down the back of the house meets the ground. When you look inside there's some water sitting there, just a bit above ground level. When you run a hose into it it raises up a few inches, but drains quickly enough that it doesn't overflow. Was curious whether there's meant to be water there (and if so, what keeps it in there?- there's no fancy u-bend thing going on, just a simple 90 degree angled pipe connecting the vertical to the one that runs along under the ground), or if it's a sign the pipe is partly blocked further along? I asked Google but can't seem to find much about it! Thanks!

It is probably partially blocked acting as a funnel until completely running away depending on the volume of water the blockage is allowing to pass as the diameter has lessened. This is why you can see a level of water building up. That’s if the branch hasn’t got the correct fall like power gas services said: I couldn’t say without actually seeing it. A photo would help to see if it has enough fall.

Sounds like a partial blockage underground or a waste falling the wrong way or with no fall at all holding water and Slow draining. Advise jetting drain to clear and if problem persists conduct a Camera servey to establish cause of blockage ie: collapsed drain or tree roots obstruction water running away
