Do I need to apply to the city council for installing a driveway

I don’t believe that you will need planning permission if you are putting in a new or replacing a driveway of any size even if it uses permeable or porous surfacing which allows water to drain through, this refers to surfaces using gravel, permeable concrete block paving or porous asphalt, especially if it permits rainwater to drain naturally onto a lawn or border.
If the surface to be covered is more than five square metres planning permission will be needed for laying traditional, impermeable driveways that do not provide suitable means for the water to run to a permeable area as mentioned in my earlier statement above, I’m not sure if there has been any current changes to the above but please check with your local council for further advice
