Should I fit skirting boards before or after cupboard plinths ?

Skirting should be fitted first and the plinths last.

Most of the time the skirting is fitted 1st,
(skirting is fitted permanently!)
the plinth is fitted afterwards and it can be scribed to fit over the skirting should there be any height difference.

I agree that skirtings should always be fitted first so that if access is required under the base cabinets then the plinhs can be easily removed
