Should I see daylight at the eaves of my roof?

Hi, should I be able to see daylight at the eaves of the roof? Its is a new build approx 10 months old. My roof overhangs my neighbours due to being on a hill. I've been told this is normal but also its not? I've read that a soft glow is okay this not a soft glow you can see my neighbours roof and water is getting in when it rains.. so confused!!
Are you a tradesperson and able to answer this question?

No you shouldn’t see daylight under the eaves because there should be a layer of breathable felt then the slates tiles Ect

I assume by this the roof in the section mentioned is missing a soffit or fascia board? or failing that a badly fitted soffit or fascia board?
A small glow or even a pinhole at most is all that can normally be seen when looking toward the eaves, if you are fully seeing the neighbours roof then i would have the house builder out as its a new build to have this repaired as a matter of urgency before damp and other issues occur.

The fact your already getting water ingress should tell you this is not sealed correctly,
You need the house builder back to fix this issue immediately.

To see daylight and the neighbours roof through the eaves!... i would say a poorly fitted soffit and fascia.
but just to check are, there any vents in the soffit or fascia that could explain this?.
