No central heating but have hot water

So recently I’ve just moved into a new house and I’ve noticed that if I turn on the central heating the slider switch with the hot water will move aswell the controls will show the ch is on but the boiler won’t kick on until the hot water switch is turned on would this be a boiler issue or a programmer issue?
Are you a tradesperson and able to answer this question?

The problem is not with the boiler as the boiler is already responding to demand by firing up when hot water is demanded. That is what it's meant to do. The problem is either your programmer or your zone valve
