Toilet Leaking from two small holes / gaps in the back of stool

I have a toilet from Vitorian Plumbing and when I hooked it up it was leaking gently... eventually I found that htere two small holes / gaps in the rear of the stool where the water is coming from. Is this manufacturer fault or are they meant to be there? Just an update, it was a fault in the toilet...Victorian plumbing replaced it with no problems.

The two holes are meant to be there and they should be used to fix the tank to the wall.
Normally these two holes are above the max level that the water has to fill the tank.
If the water comes out from that holes is because your floating into the tank is regulated wrongly.
There is a screw to be undo so the floating will work before and stop the water to go over the limit.
If you undo the screw the float will close the water feed before.
Try to do it and make the water level do not reach the holes and you will be fine.

By the stool I presume you mean the pan
There should be no holes for water to leak through other than coupling from the cistern
