Repairing holes in flooring under kitchen cupboards

Hi, looking for some advise. We have had little rat problem in the extension of our house which we bought 5 months ago. I had pest control out today who have found two big holes in the flooring of the extension under the kitchen cupboards. It seems the extension has been made like a lean too rather than brick built. We don't have the money to replace this yet but need some advice how to fill the holes without ripping out the kitchen cupboards, peat control said we need to use cement but as the flooring is hollow underneath how much would we need and what cement is best or is it all the same?

Simple temporary solution purchase some wire wool then stuff the holes because rodents can’t chew through metal,after this cover the wire wool with sand and cement at a 2:1 ratio

Depending upon depth of the hole you could use expanding foam and then cement the last 3-4 inches as a temporary fix. Although I would recommend reboarding that section of floor with new.
