when to fix radiator on freshly plastered and skimmed wall

can we put the radiator fixings and heavy double radiator back within couple of hours of second coat of plaster and top skim. what if the nails fixing are into the brick wall which is taking the weight, the plaster even though was not dried or cured

Ideally no - wait for it to fully cure to ensure maximum strength - and for aesthetics, get your undercoat and topcoat of paint on beforehand..

Once the plaster has fully dried out, paint the room then put the radiator back on. You will struggle to paint with the radiator on.
