Bemis toilet seat removal

I have a bemis toilet seat with metal hinges that I want to replace ....problem I can't remove the plastic that's left when the nuts sheer off ...and I can't get into access the blots from the top as the hinges are metal I'm at my wit's end ...

Are you a tradesperson and able to answer this question?

I recommend using a multi tool such as a Dremil which has a flexible extension lead, ideal for getting to hard to reach areas.

Hi Maz. Could you drill a small deep hole in the top of the hinge, above and in line with where the sheared bolt passes through the bowl, so that it reaches to the other side of the pan, then gradually increase the size of the metal drill bit so that you can eventually bore away the bolt itself? An alternative is to use a metal-cutting multi-tool. Slip the blade between the pan and underside of the bracket (there should be room since there'll be a plastic washer between them) and then cut the bolt from above. The problem with this, though, is that you have to be very careful not to damage the ceramic of the pan. A new thin good quality metal-cutting blade should do the trick, and if there is any slight scuffing of the ceramic, it will be hidden by subsequent brackets.
