Shower not mixing hot and cold - only 100% or 0%

My parent's bath has a shower coming from the bath tap as seen here: https://imgur.com/4lEtIMz The bath tap itself works perfectly fine, but for some reason the shower only produces 100% hot water, once you turn the cold on at all it goes stone cold and won't go hot again unless turned off. It's always done this to my knowledge. Any idea what could be causing this and if it's easily fixable? I figure it's a pressure problem since the hot pressure is a bit lower than the cold, but that's just a guess.

unequal pressure,low pressure hot higher pressure cold,pump hot (you may end up with higher pressure on hot and have reverse problem ),fit a water pressure equaliser valve on services under bath,this will bring down higher pressure to match lowest pressure,fit a pressure reducing valve on cold service,run new cold service from tank in loft.

Agree with the comment above. To add ,temperature will fluctuate as shower mixer tap is not thermostatic.
