Old boiler, old electrics, old shower... where do we start?

**edit - title should say old water tank** We're really hoping to upgrade our shower/entire bathroom situation, but aren't sure what we need to do first. We live in an old tenement building and our flat has no central heating, an old switch board (we've been advised by an electrician that tradesmen will refuse to touch building changes unless this is updated), and a giant water tank that our shower relies on that sits in a compartment above our bathroom, cutting into our head space. Do we need to update the electric switchboard as step 1, then move on to the water tank and on to the shower? Can we cut out the water tank step altogether (as the headspace issue isn't a dealbreaker)? Or is there a precise step-by-step we need to go through in our circumstances? Totally clueless as to where to start but our shower is pretty awful just now so wanting to get an idea of how much time it's going to take to get to a point where we're able to upgrade. Thanks for any help.
