Replacement flat roof

My parents are having a wet room extension built as an extension to their kitchen. Since they are building the roof of the extension my parents decided they would get the builders to replace the roof of the kicthen also. They builders have quoted £600 and they have already started the work- from what I can see they are taking off the old felt , adding new plywood on top of the existing, putting rubber material over it & ead flashing. Does this constitute as replacing the roof or should they be removing the plywood delving in deeper?

This method the builders are using is called "over-boarding" were as they will remove the old mineral felt and edging angle fillets then install new boards directly to the current roof deck as you stated.
This method is certainly fine to use providing the current roof deck/timber boards are in good condition with no signs of rot, dampness or being soft in places,
If the current boards are showing any of these signs above, They should be removed and new 18mm boards fixed directly to the roof joists.
The new boards ideally should be: OSB 3 not Ply
The rubber material they are using will be: EPDM which is a great material providing it's installed correctly and your parents should receive a 20 years manufactures membrane guarantee upon completion.
