Should painter have cleaned off all the dust before painting?

Hi, I've had some painters paint the bedroom walls but they have left the dust which runs along the skirting. There is a cable which runs above the skirting and old clumps of dust has collected there. The painters made no attempt to remove the clumps of dust and painted over it. I've managed to vaccum some of the dust by myself but you can still see some of it. It's a 1990's build. Any advice is much appreciated.

Hi, Yes of course you should all Hoover up & make sure the area is completely clean before painting. All walls & floors should be completely dust free especially on woodwork otherwise you get bits on your brush & rollers & it goes everywhere. Plus you won't be able to get a professsional finish which is required in all painting work. Unfortunately for you I would advise to resend all lumps & clumps wash down & start again with woodwork. To keep dust down a little water spray helps depending on what's on floor. Sorry to hear off your problems & we hope you get them resolved as quickly as possible.

Yes, because otherwise it will spoil the finish of the paintwork and look totally unprofessional
