What is this?! Under chipboard wallpaper

I have a chip word plaster on a wall and under is there is a second layer, I’m trying to establish what it is to see if we need to re plaster or not

If you have chipboard wallpaper or artex on wall then you will need re-plastering if want to have a nice and smooth wall

It may not be artex, if you say you can see another layer of wallpaper underneath, because it is not common practice to artex over wallpaper. Maybe it is woodchip wallpaper, which would just need stripping with a sharp scraper. Once the top layer is removed, wet with a brush then scrape off. Try to avoid using a steamer as this can sometimes losen existing plaster.
