What is the basis for calculating costs? And who receives this amount (site or contractor)? And how should I pay?

the costs would be based on the type & cost of materials required,
the time required to complete the job.
the contractor receive the payment, the site has already taken its payment prior to your details being passed on to the contractor,
how you pay is between you and your chosen contractor which is generally discussed prior to any job starting.
