Plumbing through floor joists

Someone told me that I am not allowed to run 15 mm hot and cold water pipes through my new 50x200mm C24 floor joists. I understood that I can as long as the holes are not more than a quarter of the joist length from either end but further than 0.07 from the support. Please clarify. When drilling two holes for hot and cold how far should they be apart and should they be run side by side or one above the other?

Good day, I do not see the problem in laying the pipes through the joists.
I nornally slot the joists from the top around 20mm deep without making holes because it is easier to lay long lenght of pipes.
I nornally lay the pipes 50mm from each other wrapping both pipes with insulation and locking them down with pipe clips.
Once put back the floorboards mark where the pipe are so you do not screw into it.
Obviously try to slot as less you can to joists and you will be fine.

All the dimensions for drilling or notching joists can be found in the building regulations. Go on the internet and you will find all the relevant regs at planning portal.

Better practice to run pipes side by side. If putting one on top of the other always try to make sure cold is on the bottom. Joists can be drilled as above said to building regs.
