Blow out pipe from boiler leaking

Hi all. We have recently had a new bathroom fitted, new toilet etc. I'm not sure if this is pure coincidence, but since then out overflow pipe has been dripping quite frequently. Our house is a mid terraced, back to back. We don't have a cistern in the loft. The overflow pipe is level with the bathroom.
Are you a tradesperson and able to answer this question?

two pipes from boiler,prv it will be copper,condensate pipe in plastic,witch one is it ?,condensate should be run to drain,prv just sticks out of wall,if prv you may have over pressured your boiler,expansion vessel problem,sticky prv, if condensate this should be run to drain.or its your toilet cistern overflowing.
