Can my next door neighbours build a wall 5-6 inches higher than my drive?

My driveway is a little higher then my next door neighbours as there dips down in to there garage. They have recently had their garden landscaped and they have built a wall 5-6 inches higher than my driveway. Its not touching my wall, there is a little gap between the walls but its still higher, on top of the wall they have put coping stones, they keep falling off and I keep getting the blame for it. Surely this wall cannot be right? Thanks.
Are you a tradesperson and able to answer this question?

hi hilda or stan ,as long as its on their side of boundary they can do what they want within reason and regs

They are allowed to do this, as substructure has said. I would tell them though to blame the builder/landscaper. If they keep falling off, they aren't fixed on properly!
