Do I need to replace the consumer unit to pass the EICR

Can the Consumer Unit regulations be applied retrospectively? I was told that in January 2019 the RCD protection regulations have changed, so the fuse box needs to be replaced now. The unit was marked at C2(dangerous) during the recent Domestic Electric Installation Condition report (EICR). I never had any problems with electricity in 14 years I lived in this one-bedroom flat. I am selling, so needed the repot done.Do I need to replace something which is working just fine?

Why was it marked as a C2? If it's because there's no RCD protection then it should be a C3(improvement recomennded)but if there's another issue with the fuse board then it might need replaced. .

Someone is looking for work. Should have been classified as a C3. What did the report come out as... Satisfactory or Non-satisfactory? And what were the reasons given for giving it a C2?

Sounds like a five week wonder trying to make work. Doesn’t need to be changed but not a bad idea if funds allow

I agree with the other comments. It sounds as if the tester was inexperienced, we can't be asking everyone to upgrade everytime the regulations change. It should have been a C3
