Plywood panel sticking out from the bathroom floor

Hi, I have a vinyl floor in my bathroom (just over 2 yr old new build house) and I have noticed that the plywood panel was not fitted properly. I took off the vinyl and the plywood panel has not been tightened properly. Rather than using screws/nails at the edge of the panel they went about 1 inch off and the panel is slightly off where it end pushing the vinyl up. I am not sure why they have not done it at the edge but is there any way of safely tightening it with screws/nails without the risk of damaging any pipes? What type of screws/nails should I use and what would be the longest i could go for? Thx

Undo the panel inspect where the pipes are if any , mark the flooring in the places that you can not screw........ whack as many screws of any length in the rest of it.

Lift up the plywood panel or use a stud finder to locate joists and service pipes and cables below. Once you are happy with the findings use designated flooring screws, like Floor-Tite 4.2x45mm. There is no need to go for extra long screws as these will hold the boards really well.

Uplift the flooring where the problem is then use a plane to level any issues and once you are happy with the result, use screws or nails no longer than the thickness of the floor boards. This usually is 19-20mm so use similar length fixings. This will ensure you don’t interfere with pipes or wires. If you are unable to complete the task then post it on the site and get a professional to sort it for you
