My parents had an old gas cooker / oven removed and the gas line capped. Do they require a gas certificate from the engineer who undertook the disconnection

A receipt with the engineer's name and Gas Safe number would be Sufficient to prove the work has been compleated by a competent person. keep it safe in case proof is needed in the future.

No you don’t require a certificate for this work. your engineer can supply a decommission form but this is purely voluntary. The only certificate a gas engineer must legally supply is for a landlord safety check.
