Builder subcontracted Electrician but he won't give me the EICR

Builder has subcontracted an electrician to do some electrical work, like checking the electrics and moving a light switch to another location. However, builder is not giving me the EICR as requested until full payment is made. I'm having issues with the other work he has done. Property is not new. I've been checking NINeC, Napit and electrical safety first to see if this electrician is registered but I can't find his name on any approved body's website. I'm getting worried that he may not be registered. In Scotland by the way, so not sure if that makes a difference. Update: Thanks for your replies, I'm in Scotland. The electrician has set up another company with the builder so they are part of the same company but I can't see either is part of an approved body. I have searched.

Any work carries out in Scotland England and Wales needs to be carried out by a registered electrician Contact trading standards and pass in all the information you can You as the customer are responsible for any work that comes under Part P of the building regulations so be warned!!

Firstly is the builder registered with any trade bodies himself? That or trading standards is your first step in resolving any issues with the builder himself, secondly do you have the contact details of the electrician yourself and have you asked him to send you a copy of the eicr directly? Some builders do this to ensure payments from clients, it is not uncommon or unheard of for certs to be withheld however if the electrician did anything which falls under the part p regulations a separate certificate should also be issued for these works directly from a registration body, the competent persons register should be able to inform you if the person is registered to a body or not and you should then be able to speak to them directly to find out if a certificate has been issued for your property. All depends on weather or not the work carried out is notifiable part p for the need to be a member of the NIC etc If it’s just minor works or EICR then he just needs to be able to prove he is a competent person. And is more than normal for a company to withhold certificates until receipt of payment
