Hot water tap runs cold water

Hi, Since the cold weather. My hot water taps running cold water for about a minute or so before the hot water runs. Could this be linked to the cold weather or is it likely to be a technical fault somewhere in the boiler? I have a combi boiler and have this issue in the entire house. Any advice is appreciated. Thanks in advance.

I would consider this to be normal operation of a combi boiler
