Crumbly concrete floors

Hello. I'm doing some work in my 1970s ex-council house and just discovered that the floor in the ground floor looks like dust after removing the old laminate and some vinyl tiles. I'm looking to tile this room and I was getting ready to do some self leveling before tiling but as it stands I believe the self leveling would adere to a crumbly floor! What should I do? Thanks

Would take away all loose debris and seal with Larsen or other dust proofer concrete will always expele dust and over time crumble then paint with a sealer pva would to the trick then self level the floor before tiling.

Remove all damaged and loose flooring first then assess damage. If the its only on the surface level and not very deep, a suitable primer and good quality fibre reinforced levelling compound should work fine in repairing and levelling the floor. If the damage is deeper than a few mm you may have to look into removal and then a rescreed of the whole floor before commencing tiling
