New Build Sink Tap Takes 1.5 to 2 mins to get Hot Water

We moved into a new build last May 2017, and we have been complaining that the main en suite sink tap takes 1.5 to 2 mins to get hot water (50 cent). I have since found out that three sink taps present this same problem, and this situation occurs if we do not use the hot water in the house for over an hour. This means we end up wasting a lot of water just to get any hot water. I have demonstrated this to NHBC but they state that "the...installation achieves a reasonable temperature in a slightly longer time than the recommendations of the British Standard...". Obviously we are not happy about this, the builders/plumbers do not think this is an issue and are not going to do anything about this. How can I take this further? Do any independent tradesmen/organisations that provide any 'professional reports' on whether a system is fit for purpose or if there are any issues that need resolving?

your water board may be able to help you as this wastes water,modern plumbing especially in new builds is abysmal, just plastic pipe run with no thoughts of pipe sizing or the end user .

Just a thought, may be barking up the wrong tree, is the cold water pressure OK, check the stop tap, turn to full on and half a turn back, stops it sticking, also get the tap in the street checked, may be that the pressure is not enough to fire up the water heater. - check how long it takes from turning the tap on to the boiler firing up.
