Hi
First You must remove all flakey paint then try use zinsser cover stain gold bin after dry use the filler if surface is damge when filler dry paint again zinsser.
I would also look at the cause of the mold. The above answers are correct but you need to tackle the source to stop it completely.
Is it a damp wall? Is it in a bathroom? Is there ventilation? Has the house got a damp course?
Stain blockers and sealers stop mould coming through but if the damp is still behind it, it will have nowhere to go and will spread.
Sometimes breathable paints and dehumidification are a better long term solution. I would suggest getting a decent builder to have a look at the structure to ascertain the cause.

we should first clean the painted surfaces, then we should prime against the fungal liquid after drying, paint masonary paint, mold no coming after this peint
