My neighbor has started work and dug into my garden and moved man hole without permission

Hello, next door have just bought property, knocked to say looking at planning permission for an orengery, only a couple of meters in size and asked for surname to put on paper work. To come home a couple days later builders took fence down dug a trench in my garden, lifted my flags out and removed all waste pipes also moved the man hole more into my garden! I called the council who are going to come out as they only put a planning request in on Monday - due to be reviewed by February 2019! Also united utilities as they have moved all pipes. Help!

Hi, it is against the law to move a sewer across a boundary without the correct permissions from the utilities as it is there property. It's called a build over license . I'm sure the utilities will impose legal action against the builders .
