Sand / Cement Plaster or Damp Proof Membrane after DPC

I have some damp issues and will be planning to have a DPC done. After the DPC is done, is it best to to do sand / cement re-plaster or put damp proof membrane on the walls or can we just bond the wall with a skim finish?
