flat asphalt roof to have rubber on top

I am in the process of having a quote for a flat L shaped roof recovered. At the moment it has asphalt. The roofer is saying it’s better to leave the Asphalt where it is and put boarding then rubber on top at a slight angle to let the water drain off. My question is. Is this a good idea.
Are you a tradesperson and able to answer this question?

Hi louton,
Mastic asphalt is relatively easy to remove with a mattock/pick axe, so shouldn't take your roofer long to get rid of it before laying any boards.

No not a good idea as you will be unable to see if there has been any damage to the under boards,
Correct method is remove the felt back to the boards remove the lot & re board. or replace any that are damaged and over board to give a clean surface to attach your new rubber to.
