New wall constructed and plastered with blemishes/join lines

I’ve recently had a new ensuite built and the skimming was done and then painted by the same tradesmen. There are several blemishes that are visible, rough patches etc. You can also see a horizontal line in the wall presumably a join underneath. Should this be perfectly normal and acceptable or should the finish be smooth and flawless so that nothing shows through the paint. The builder doesnt want to know and says this is what happens? I was expecting a nice flat finish after painting not marked brand new stud walls. My builder doesn’t want to know and he’s been paid in full.

Agreed with timothy david , you cant settle for any less ! Maybe a couple of bits of filler at a push but no way should it look as you’ve described. Which horse did he ride in on ?

I see this type of workmanshio on a daily basis on site and it's really down to the decorater to put these snags right but obviously having private work done by the same tradesman they should have not left it like that I certainly wouldn't it's not good practice
