Install a Downstairs Toilet

Im looking to add a downstairs toilet in an understairs storage cupboard (a little narrow but full height with own door into hallway) for my disabled mother. Soil pipe runs close by as existing toilet upstairs is just above to the side, so no issues with the waste. There is a light (elec supply) there and an external window (tiny and doesn't open). I am happy to have an extractor installed if significantly cheaper than an opening window. Hot/cold plumbing will be required for basin. Problem: Only issue is i've seen on a building website that states modern building regulations mean that space will have to be sufficient for wheelchair access!?! Is this correct, if so it could scupper what would be an otherwise relatively straightforward job. Can anyone with building regulations experience please advise? Many thanks in advance.

Hi, I’m short, you would not be required to involve building control to complete your project, there for this regulation would not apply.

This is your own home improvement so you will not need building control to pass this,however on a new build or extension you would.
