Repressurising Potterton Promax boiler - which taps

Directly under the boiler there are two taps but when I turn these nothing happens. Lower down and more difficult to access there are two smaller black taps - think these might have a flexi hose coming from the pipes but difficult to see as the are hidden behind boarding. I can’t turn the lowest one at all.

the flexi hose is your filling loop which will pressurise your system
