Bad job done what to do??

So where to start 😐I have my patio block paved and job wasn't done really good I am traying to get him in for last 4-5 months no answer or "I be there next week" and nothing is done so got few questions for first question?? Is drain need to be fit in by house wall??or can be 20-30 cm away??he set that he fit in natural soak away about 50 cm from my house ??is that legal??coz websites saying at least 5m from building ...I have got recorded messages and phone calls from him and pictures of a job and all dates should I go to court and demand some money back??
