Hot water cylinder with combined header tank issue

We have a combination immersion tank with a header tank.(no tanks in the loft) The immersion heater is never used and recently the overflow from the header tank flows when the hot water comes on. I have adjusted the ball valve but something else appears to be causing the issue. Could it be a hole in the coil? There is no thermostat on the boiler to turn down as far as I can see!

it could be a hole in inner annular ( the coil) it could be low down on coil when cold covered with scale as coil heats up scale moves as coil expands due to being heated you need a new cylinder.
