Lighting not working in entranceway of building.

Hi, I live in a fairly modern, (28 year old), block of flats-owner occupied with no property manager involvement. The entrance hallway has ceiling lighting-some rectangular casings which uses 2 pin 9w stick bulbs and two circular light fitments which use compact 16w 4 pin fluorescent bulbs. The two circular lights have not worked in the two years I have lived here though the rectangular lights do operate when the timer activates them in the evening. I tried to get the two circular lights going, replacing the original tubes with two 16w Sylvania four pin tubes and also replaced the original fluorescent starters for two Philips S10 Eco click starters 4-65w.All of the wiring looked intact though I really only looked as I have no electronics experience. All of the parts fitted well but when the lighting timer came on in the evening the two circular lights failed to light. I am not sure if they are perhaps on a different fuse from the rectangular lights or the light fitments are just old and need replaced and I have been unable to trace the whereabouts of the fuse box/timer for these lights, I live directly above the hallway but there is no link from the hallway entrance lights to my own flat fuse box as I expected and my neighbours have been unable to help on finding the relevant timer/ fuse box. Just asking a general question on what the cause of lighting problem might potentially be before I contact an electrician. Thank you. Rob.

Hi Rob, You could have a few issues why the lights are not working. Some you've already mentioned such as not being able to locate the switch for the lights etc. The best thing would be to call out an Electrician. The next step would be to check if you are getting 230v between live and neutral at the light fitting. If you are not, then either, there is no live or there is a broken neutral. Either scenario requires further investigation. Hope this helps, Farhan My Sparky

The 1st step is to find the supply for the lights, there should be some paper work which may help locate the power source, if you can't find it get an electrician to help you, as its in a communal area the costs should be shared among all the properties. Some of the 2 and 4 pin lamps holders require links, DO NOT try to do this before you've isolated the supply.
